Yes, the wheel can still be removed with the Rack'em Lock'em Magnum Wheel Lock part # RA-25 installed. In order to prevent the wheel from being removed you would also want to use a locking lug nut like part # RG01-150 which works with 1/2" diameter lug studs. The locking lug nut will require a special tool to be used to remove the wheel. The tool is included with the lug nuts.

Essentially, these are unique lug nuts used to make it more difficult for a would-be thief to steal because most people are not going to be carrying around the special socket to get these off. Correct, the Demco Kar Kaddy SS Tow Dolly part # DM9713045 does indeed call for the toad vehicle's steering wheel to be locked while in tow. If the toad vehicle's steering wheel does not lock then you will need to find a way to tie this off in a fixed potion, some use the seat belt. I have a solution for you but Curt does not offer replacement keys for their 5th wheel hitch locks. I recommend replacing it with the etrailer 5th Wheel King Pin Lock - Keyed Alike item # e98896. It includes two reversible, automotive-style keys. The locks can be keyed-alike to match other etrailer locks.

Moving the tire one direction will force the lock to the ground to hold it in place or moving it the other will force the lock against the vehicle it's installed on. Yes, there is a way to lock out the rotating turret on the Sidewinder Fifth Wheel King Pin, # RP61450.
The first step is to remove the wedge that keeps the hitch from rotating at the fifth-wheel hitch in the bed of the truck.

The etrailer Trailer Wheel Lock # 288-02020 that you referenced is designed to prevent a trailer from rolling. Now if someone had access to a different wheel they could put on the trailer instead of the one that the # 288-02020 was attached to yes they could take the trailer. You actually want the steering wheel to lock on the vehicle that is getting towed on a tow dolly so what you have now would work great since yours locks. If the front wheels didn't lock there would be damage to the side of the vehicle as it turns since the dolly would hit it.
